Board of Trustees

The Reno-Tahoe Airport Authority (RTAA) Board of Trustees consists of nine members appointed by the City of Reno, City of Sparks, Washoe County, and the Reno-Sparks Convention and Visitors Authority. Each Trustee brings a comprehensive history of community service to the board combined with a wide range of business expertise.

    Edward Ableser

    Eddie Ableser, appointed by the City of Reno, is the chief executive officer of Tri-Strategies, Ltd., a government relations and public affairs firm operating across five Western states. He brings more than 20 years of experience in tourism and transportation public policy. He served 10 years in the Arizona State Legislature, where he championed key legislative initiatives. He has also served on the board of the Reno+Sparks Chamber of Commerce, supporting regional business development. Trustee since 2025.

    Shaun Carey

    Shaun Carey, appointed by the City of Sparks, served as the Sparks city manager for 14 years and spent more than three decades in public service. In 2016, he was instrumental in helping pass ballot measure WC1 and participated as a member of the citizen-led coalition and chair of the Public Schools Overcrowding and Repair Needs Committee. He holds a civil engineering degree from the University of Nevada, Reno, and is a retired licensed professional engineer in Nevada, California and Colorado. Trustee since 2017.

    Pascal Dupuis

    Pascal Dupuis, appointed by the Reno-Sparks Convention and Visitors Authority, is the general manager of the Hyatt Regency Lake Tahoe Resort, Spa and Casino. He brings more than 30 years of hospitality leadership, having managed luxury properties across North America, Europe, the Middle East and Asia. Before moving to Northern Nevada, he led top-ranked resorts in Mexico, the UAE, India and Mauritius. His experience includes resort openings, brand repositioning, and driving guest satisfaction. He holds a Brevet Technician Hotelier from the Hotels & Management School in Nice, France. Trustee since 2025.

    Joel Grace

    Joel Grace, appointed by the City of Reno, is the chief executive officer of Locus Development Group and brings 20 years of Northern Nevada commercial real estate and business development experience to the board. He has served on several boards including the YMCA, Junior Achievement, and the Northern Nevada Children’s Cancer Foundation. He currently serves as president of the board for the Greater Reno Community Ice Skating Association and was a strong advocate for Reno’s first community ice arena. Trustee since 2023.

    Kitty Jung

    Kitty Jung, appointed by the City of Reno, was a member of the Washoe County Commission from 2007 to 2022, including serving as chair. She worked on key regional issues including public safety, environmental sustainability and public health. In 2019, she was selected as a Sun Valley General Improvement District Community Services Award recipient, recognizing individuals, businesses and organizations contributing to the Sun Valley community. She holds a master’s degree in psychology with award-winning original research from Cal Poly Humboldt. Trustee since 2023.

    Adam Kramer

    Adam Kramer, appointed by the Washoe County Commission, is the North American data center group partner for Panattoni Development Company. He is a globally recognized sustainability leader for his work on corporate sustainability and renewable energy innovation. He holds a Master of Business Administration from the University of Notre Dame, a Master of Science from the University of Cincinnati, and a bachelor’s degree from Menlo College. He also serves as chair of the board of directors of Renown Health. Trustee since 2021.

    Brian Kulpin

    Brian Kulpin, appointed by the City of Reno, is the chief of staff for Reno Mayor Hillary Schieve. He brings 31 years of airport management experience, including 19 years with the Reno-Tahoe Airport Authority and 12 years with the DuPage Airport Authority in Illinois. A former journalist, he has held leadership roles with the Airports Council International Marketing and Communications Committee, the Downtown Reno Rotary, and the Reno+Sparks Chamber Leadership Board. Trustee since 2025.

    Cortney Young

    Cortney Young, appointed by Washoe County, is the founder of ADR Partners, where she serves as a mediator and arbitrator for various litigated matters. She is also an arbitrator for the Financial Industry Regulatory Authority. She received her mediation credentialing from the University of Nevada, Reno, and the Straus Institute for Dispute Resolution at Pepperdine University. She created the Children’s Cancer Classic, a charity basketball game benefiting the Northern Nevada Children’s Cancer Foundation, and served two terms as vice chair of the City of Reno Human Rights Commission. She also volunteers for local charities and serves on the Washoe County Law Library Board of Trustees. Trustee since 2023.
