Board of Trustees
The Reno-Tahoe Airport Authority (RTAA) Board of Trustees consists of nine members appointed by the City of Reno, City of Sparks, Washoe County, and the Reno-Sparks Convention and Visitors Authority. Each Trustee brings a comprehensive history of community service to the board combined with a wide range of business expertise.

Shaun Carey, Chair
Shaun Carey, appointed by the City of Sparks, served as the Sparks city manager for 14 years and spent more than three decades in public service. In 2016, he was instrumental in helping pass ballot measure WC1 and participated as a member of the citizen-led coalition and chair of the Public Schools Overcrowding and Repair Needs Committee. He holds a civil engineering degree from the University of Nevada, Reno, and is a retired licensed professional engineer in Nevada, California and Colorado. Trustee since 2017.

Adam Kramer, Vice Chair
Adam Kramer, appointed by the Washoe County Commission, is the North American data center group partner for Panattoni Development Company. He is a globally recognized sustainability leader for his work on corporate sustainability and renewable energy innovation. He holds a Master of Business Administration from the University of Notre Dame, a Master of Science from the University of Cincinnati, and a bachelor’s degree from Menlo College. He also serves as chair of the board of directors of Renown Health. Trustee since 2021.

Joel Grace, Secretary
Joel Grace, appointed by the City of Reno, is the chief executive officer of Locus Development Group and brings 20 years of Northern Nevada commercial real estate and business development experience to the board. He has served on several boards including the YMCA, Junior Achievement, and the Northern Nevada Children’s Cancer Foundation. He currently serves as president of the board for the Greater Reno Community Ice Skating Association and was a strong advocate for Reno’s first community ice arena. Trustee since 2023.

Cortney Young, Treasurer
Cortney Young, appointed by Washoe County, is the founder of ADR Partners, where she serves as a mediator and arbitrator for various litigated matters. She is also an arbitrator for the Financial Industry Regulatory Authority. She received her mediation credentialing from the University of Nevada, Reno, and the Straus Institute for Dispute Resolution at Pepperdine University. She created the Children’s Cancer Classic, a charity basketball game benefiting the Northern Nevada Children’s Cancer Foundation, and served two terms as vice chair of the City of Reno Human Rights Commission. She also volunteers for local charities and serves on the Washoe County Law Library Board of Trustees. Trustee since 2023.

Mike Carrigan
Mike Carrigan, appointed by the City of Sparks, brings 15 years of Sparks City Council experience and a commitment to economic development. As chair of the Sparks Redevelopment Agency, Carrigan had worked extensively with developers to reimagine key areas of the city, efforts that align closely with the growth and modernization goals of the RTAA. A graduate of the U.S. Naval Academy and a former pilot, Carrigan also helped bring Golden Eagle Regional Park to fruition by securing creative funding sources, experience that will serve the RTAA well as it continues to invest in infrastructure enhancements. Trustee since 2025.

Brian Kulpin
Brian Kulpin, appointed by the City of Reno, is the chief of staff for Reno Mayor Hillary Schieve. He brings 31 years of airport management experience, including 19 years with the Reno-Tahoe Airport Authority and 12 years with the DuPage Airport Authority in Illinois. A former journalist, he has held leadership roles with the Airports Council International Marketing and Communications Committee, the Downtown Reno Rotary, and the Reno+Sparks Chamber Leadership Board. Trustee since 2025.

Ronald Bath
Ronald Bath, appointed by the City of Reno, is a retired United States Air Force Major General, who served as the Director of Air Force Strategic Planning and later as the Air Force Director of the 2005 Quadrennial Defense Review (QDR) at the Pentagon. Trustee since 2026.

Garrett Gordon
Garrett Gordon, appointed by the City of Reno, is a partner in Womble Bond Dickinson’s Real Estate Practice Group, focusing on land use, zoning, real estate and business law. Trustee since 2026.

Roy Tuscany
Roy Tuscany, appointed by the RSCVA, is the founder of the High Fives Non-Profit Foundation, which focuses on preventing life-changing injuries and providing resources and hope if they do. Trustee since 2026.
