Board of Trustees

The Reno-Tahoe Airport Authority (RTAA) Board of Trustees consists of nine members appointed by the City of Reno, City of Sparks, Washoe County, and the Reno-Sparks Convention and Visitors Authority. Each Trustee brings a comprehensive history of community service to the board combined with a wide range of business expertise.

    Carol Chaplin, Chair

    Carol Chaplin, appointed by the Reno-Sparks Convention and Visitors Authority, has been in the hospitality and tourism industry in the Lake Tahoe area for over 35 years. Since 2008, she has served as the President/CEO of the Lake Tahoe and Tahoe Douglas Visitors Authority. She is Chair on the Regional Air Service Corporation (RASC) board and is also currently serving on the South Shore Transportation Management Association board. Carol has been a Reno-Tahoe Airport Authority Trustee since 2017.

    Richard Jay

    Richard L. Jay, appointed by the City of Reno, is the Senior Vice President/Investment Officer for a major brokerage firm and brings a strong analytical perspective to the Airport Authority Board of Trustees. He currently serves on the City of Reno Financial Advisory Board and is an active member of the Chamber of Commerce, Sparks Rotary, and the Reno Youth Sports Association. Richard has served in a leadership capacity on numerous boards in the region, including President of the University of Nevada College of Business Alumni Association, President of the Executive Association of Reno, President of Great Basin Youth Soccer League, and Chair of SOS Washoe WC1.

    Jennifer Cunningham, Treasurer

    Jennifer Cunningham, appointed by the City of Reno, has worked in the destination management, hospitality and casino industries in northern Nevada for more than 30 years. As the former President & CEO of the Reno-Sparks Convention & Visitors Authority, she was responsible for oversight across all functional areas of the Authority. An active member in her community, Jennifer has served on several boards, including EDAWN and the Regional Air Service Corporation. Trustee since 2021.

    Adam Kramer, Secretary and Immediate Past Chair

    Adam Kramer, appointed by the Washoe County Commission, is the CEO of nZero, an innovative start-up that tracks real-time energy, emissions and utility information. He is a globally recognized sustainability leader for his work on corporate sustainability and innovative renewable energy solutions. Adam has an MBA from the University of Notre Dame, an MS from the University of Cincinnati and BS from Menlo College. Adam also serves as Vice-Chairman for the board of directors of Renown Health, as well as serving on the board of trustees for the University of Nevada, Reno. Trustee since 2021.

    Shaun Carey, Trustee

    Shaun Carey, appointed by the City of Sparks, served as the Sparks City Manager for 14 years and spent more than three decades in public service. In 2016, Shaun was instrumental in helping pass ballot measure WC1 and participated as a member of the citizen-led coalition and Chair of the Public Schools Overcrowding and Repair Needs Committee. He holds a civil engineering degree from the University of Nevada, Reno, and is a retired licensed Professional Engineer in Nevada, California and Colorado. Trustee since 2017.

    Joel Grace, Trustee

    Joel Grace, appointed by the City of Reno, is the CEO of Locus Development Group and brings 20 years of strong northern Nevada commercial real estate and business development experience to the board. Joel has served on several boards such as the YMCA, Junior Achievement, and The Northern Nevada Children’s Cancer Foundation and he currently serves as the President of the Board for the Greater Reno Community Ice Skating Association (GRCISA) and was a strong advocate for bringing in Reno’s first Community Ice Arena. Trustee since 2023.

    Kitty Jung, Trustee

    Kitty Jung, appointed by the City of Reno, was a member of the Washoe County Commission from 2007-2022, including serving as chair, and was involved with many key issues like public safety, environmental sustainability and public health. In 2019, Kitty was selected as a Sun Valley General Improvement District Community Services Award Recipient which recognizes individuals, businesses, and organizations whose efforts contribute significantly to the Sun Valley community. She has a Master of Arts in Psychology with original award-winning research from Cal Poly, Humboldt. Trustee since 2023.

    Art Sperber, Trustee

    Art Sperber, appointed by the City of Sparks, is a Senior Project Manager with a Nevada Based Transportation Engineering Firm. With more than 30 years of Nevada consulting work experience, Sperber has a strong background in both air and surface transportation including: construction administration, quality assurance, contractor quality control, and civil materials testing. Art served as a Planning Commissioner on both the City of Sparks and the Truckee Meadows Regional Planning Agency. Trustee since 2017.

    Cortney Young, Trustee

    Cortney Young, appointed by Washoe County, is the founder of ADR Partners where she serves as mediator and arbitrator for various litigated matters. She is also an arbitrator for the Financial Industry Regulatory Authority. Cortney received her mediation credentialing from the University of Nevada, Reno and the Straus Institute for Dispute Resolution at Pepperdine. Cortney also created the Children’s Cancer Classic, a charity basketball game that benefited the Northern Nevada Children’s Cancer Foundation, participated as Vice Chair of the City of Reno Human Rights Commission for two terms, and volunteers her time to many local charities. She is also a member of the Washoe County Law Library Board of Trustees. Trustee since 2023.
